GETTING TO KNOW THE BOARD OF TOWN PLANNERS MALAYSIA
The Board of Town Planners Malaysia (LPBM) is a professional body established under the Town Planners Act 1995 [Act 538]. Effective January 1, 1996, the Board is responsible to regulate the professional town planners who carry out town planning practices in Malaysia.
The Minister responsible for matters relating to town and country planning shall appoint the Board members based on the following conditions:
- shall be appointed by the Minister for a term not exceeding three years;
- unless he sooner resigns or his appointment is sooner revoked, shall hold office for the period as specified in the instrument appointing him;
- shall be eligible for reappointment upon expiry of his term of office but shall not be appointed for more than three consecutive terms; and
- may, at any time, resign his office by letter addressed to the Minister.
The Minister shall appoint a Registrar to keep and maintained a Register of registered Graduate Town Planner, registered Town Planner, Body Corporate and Certificate of Practice.
Functions of the Board
- to keep and maintain the Register;
- to approve or refuse applications for registration under this Act;
- to prescribe the scale of fees to be charged by registered Town Planners for professional advice given and service rendered by it;
- to determine ethics of the profession;
- to regulate conduct of the profession;
- to hear and determine disputes (relating to professional conducts and professional ethics of registered Town Planners and registered Graduate Town Planners);
- to represent the profession in any matter in which it may be necessary or expedient;
- to examine, report and make recommendations upon current legislation and any other matter affecting the profession;
- to appoint a panel, if so required, to conduct examinations for admission to the profession;
- to appoint a person or a representative in a body or a society to represent the profession;
- to make recommendations to the relevant authority in relation to any qualification for admission to the profession;
- to appoint members of the Board to sit on a board, committee or body formed for any purpose affecting the profession; and
- to appoint members of the Board to sit on the board of another professional body as may be necessary.
The Board, through the LPBM Town Planning Accreditation Council has accredited the urban and regional planning programmes offered by Higher Education Providers (HEP). The Accreditation Council is part of the Joined Technical Committee established in accordance to the provision of the Malaysia Qualifications Agency Act 2007 [Act 679].
The Board has set the functions of the LPBM Town Planning Accreditation Council as follows:
- to accredit town planning programmes;
- to formulate and update the accreditation policy and criteria;
- to approve the detailed procedure and guidelines for accreditation in the Accreditation Manual;
- to appoint members of the Evaluation Panel/ Committee;
- to receive evaluation report on town planning programmes and to determine the accreditation;
- to respond to complaints or appeals relating to the accreditation process and towards any recommendation for improvement;
- to report the accreditation progress as appropriate and to make recommendation for any change to the Board’s policy relating to accreditation;
- to disseminate urban and regional planning developments and best practices;
- to advise the Board on public statements to be made in relation to town planning education;
- to supervise/ oversee the accreditation development and operation in other countries and to make recommendations to the Board when necessary;
- to manage the recognition of town planning programs for non-citizen applicants who wish to practice in Malaysia; and
- To collaborate with MQA for the coordination of accreditation of town planning programmes.
