1) What is the Board of Town Planners Malaysia (LPBM)?

The Board of Town Planners Malaysia (LPBM) was established under the provision of Section 3 Town Planners Act 1995 (Act 538) and came into force on the 1st January 1996.

The Board of Town Planners Malaysia (LPBM) is responsible to coordinate and regulate the planning profession for it to become one of the professional practices in Malaysia. The Board Members are appointed by the Minister (responsible for the town and country planning) for a period not exceeding 3 years and must comply to the details specified in Section 4 of the Act. However, the President of the Malaysian Institute of Planners (MIP) and the President of Association of Government Town Planners (PERSADA) are automatically appointed as Board members. 

2) What are the main functions of the Board?

The functions of the Board shall be-

  1. to keep and maintain the Register;
  2. to approve or refuse applications for registration under this Act;
  3. to prescribe the scale of fees to be charged by registered Town Planners for professional advice given and service rendered by it;
  4. to determine ethics of the profession;
  5. to regulate conduct of the profession;
  6. to hear and determine itself or appoint a committee or an arbitrator to hear and determine disputes
  7. to represent the profession in any matter in which it may be necessary or expedient;
  8. to examine, report and make recommendations upon current legislation and any other matter affecting the profession
  9. to appoint a panel, if so required, to conduct examinations for admission to the profession consisting of
    1. the government;
    2. a public authority; or
    3. an institute, a body or a society for the time being representing the profession;
  10. to appoint a person to represent it on a body or panel of examiners which may be appointed by an institute, a body or a society for the time being representing the profession;
  11. to make recommendations to the relevant authority in relation to any examinations for qualification for admission to the profession;
  12. to appoint members of the Board to sit on a board, committee or body formed for any purpose affecting the profession; and
  13. to appoint members of the Board to sit on the board of another professional body as may be necessary.
